Bud Jenkins

10 year old pickpocket and blackmailer of Flattop Jones.  Acted as an “evil twin” counterpart to Junior Tracy.  Bud drowned in park pond after falling through ice after buying expensive skates with Flattop’s hush money. (Ironically this is same pond in which Flattop also drowns trying to escape Dick Tracy)
