Sprang, Robinson & Kane

At the start of the 2012 story marking the return of Broadway Bates, characters Sprang, Robinson and Mr. Kane are introduced as hoodlums working for a boss named Oswald and his brother Broadway.  This alludes to the fact that Broadway Bates and the Penguin look very similar.

These character names are in fact homage’s to Batman’s original comic book team.  Bob Kane is credited as the creator of Batman, Dick Sprang is an artist and penciller best known for working on Batman during the Golden Age of Comic Books, and Jerry Robinson was the Batman artist during the 1940’s and is the creator of the Joker.
