Mr. Sprawl was a developer who owned the Endless Desert Development Company. Sprawl and a local tribal Shaman hatched a plot to drive out a Reservation Casino and nearby government laboratory so their water could be redirected to a new multiple-ranch development project. The plot fell through when they gained the attention of Dick Tracy and Mr. Sprawl went bankrupt while his partner was shot to death.
